Programming Voltage Low

I am in the process of trying to flash a XPT stage 2 map on my 02 wrx. This is the first time I have ever tried to do this, not sure about the previous owner. ECUflash will read the stock map from the ECU just fine, and i now have it saved on my computer. The problem is when i try to write the XPT map it gives me an error saying that the programming voltage is out of range. It says 4.5 V. I've read that there needs to be 12 V through the blue block, and there are some odd ways to get around this. None of the threads i've read have a definitive result as to what the actual problem is.

I have the green blocks connected and the blue jumper connected as well. I have tried resetting the ECU by removing the negative battery terminal and holding the brake pedal. The blue connector looks fine and i have tried pressing it together while flashing to see if a connection is loose but to no avail.

If anyone has had this problem before, or knows anything about it please chime in.

I spent about 4 or 5 hours over several days trying to flash my '02 wagon. Turned out to be another two green plugs that had to be connected. They are behind the plastic panel that is on the right side of the passenger footwell.
On mine the ones under the drivers side were already connected. I am sure they came from Subaru that way, so I left them connected. I don't know how any of that could effect voltage.
